About the European IPS Learning Community

The European IPS Learning Community brings together researchers, policymakers, practitioners and implementation leaders from across Europe who are committed to advancing Individual Placement and Support (IPS). Established in 2018, the community provides a platform for collaboration, knowledge exchange and continuous learning to support the high-quality implementation and sustainable growth of IPS across Europe.

 

By sharing research, practical experience and implementation strategies, members learn from one another while strengthening IPS within their own countries. The community promotes fidelity, innovation and international collaboration, creating opportunities to address shared challenges and accelerate the development of IPS throughout Europe.

 

The annual European IPS Conference is one of the key moments where this learning community comes together to exchange ideas, inspire one another and continue shaping the future of IPS together.

 

In 2026, the Netherlands is proud to host the conference in Rotterdam. The conference is jointly organised by Divosa and Centre of Expertise Phrenos, welcoming IPS professionals, researchers, policymakers and partners from across Europe to exchange knowledge, inspire one another and continue shaping the future of IPS together.

Hoofdzaak } Werk, Divosa 

Divosa is the Dutch association of municipal directors and managers in the social domain. Together with partners AWVN, the Dutch employers’ association, the Dutch Association for Mental Health Care (de Nederlandse ggz), MIND, the Dutch mental health service user and carer organisation, UWV (Employee Insurance Agency) and Kenniscentrum Phrenos, the Dutch Centre of Expertise on Mental Health and Social Inclusion, Divosa leads the national programme Hoofdzaak } Werk

Hoofdzaak } Werk literally means “Main focus work” and refers to a Dutch national programme aimed at improving access to sustainable employment for people with mental health challenges.

The programme strengthens collaboration between municipalities, mental health services, UWV, employers and other key partners. As co-host of the European IPS Congress 2026, Divosa contributes to bringing professionals from across Europe together to exchange knowledge, experiences and insights on Individual Placement and Support (IPS), employment and recovery.

About us 

Kenniscentrum Phrenos (Centre of Expertise Phrenos) 

Kenniscentrum Phrenos is a Dutch centre of expertise for mental health care professionals and organisations working with people with severe mental health problems. The organisation focuses on developing, sharing and implementing knowledge that supports recovery-oriented care, social participation and improved outcomes in practice.

Phrenos is thé national centre of expertise for Individual Placement and Support (IPS) in the Netherlands, responsible for safeguarding quality and supporting implementation nationwide. This includes providing IPS training, certification and fidelity reviews, as well as facilitating and coordinating the national IPS learning network for professionals working with IPS.   Phrenos works closely with mental health services, municipalities, UWV and other partners to further develop IPS and strengthen its use across the country. 

As part of the European IPS learning community, Phrenos plays an active role in knowledge exchange and the international development of IPS. For the European IPS Congress 2026, Phrenos, together with Divosa, contributes its expertise in implementation, training and quality assurance to support the further growth and improvement of IPS across Europe.
